Objective of the Program

Prevent disability in the Tamaulipas population and help people with disabilities enjoy the right to the highest possible level of health, without discrimination, through the establishment of public policies and strategies on promotion, prevention and early detection, timely treatment, habilitation and rehabilitation.

Specific objectives

  • Promote the culture of prevention of disability in health service providers and the general population.
  • Prevent disabling diseases, through public health actions and programs aimed at the timely diagnosis and early attention of the disability, in all age groups.
  • Guarantee Comprehensive care and the provision of habilitation and rehabilitation services with quality to people with disabilities to improve their quality of life and promote their integration into society, with absolute respect for their rights and their free decision.
  • Contribute to the development of the National Disability Information System.

Lines of Action and Strategies

Provide information, guidance and training to service providers and the population in general, for the prevention of disability in each of the age groups, with a gender focus.

1.1 Develop and disseminate awareness campaigns through mass media, which promote health care and promote healthy habits and behaviors.

1.2 Implement educational and guidance programs aimed at health service providers, with emphasis on prevention of disability and the rights of people with disabilities.

1.3 Develop educational and promotional material for the general population, including online portals.

Establish coordination with health sector institutions to promote and strengthen health promotion and disability prevention actions aimed at the general population of the country.

2.1 Provide orientation to the population to prevent nutrition problems, infectious-contagious diseases, chronic degenerative diseases, risk pregnancies, genetic diseases and behaviors at risk of disability in general.

2.2 To sensitize the general population about the advantages of the application of vaccines in the different age groups and guarantee the provision of this service in all the institutions of the Sector.

2.3 Ensure the supply of folic acid and other supplements to women of childbearing age for the prevention of disability at birth.

2.4 Provide genetic counseling to women and men of childbearing age, mainly to at-risk groups.

2.5 Provide orientation-counseling on sexual and reproductive health to women and men of childbearing age.

2.6 Promote the prevention of accidents among the general population and the reduction of risks in the labor market.

Promote in the institutions of the Health Sector programs and actions for the early detection and timely attention of defects at birth.

3.1 Promote in all health sector institutions a program for the early detection of auditory alterations in the newborn.

3.2 Implement institutional programs for the early identification and timely treatment of dysplasia of hip development and cases of congenital equine varus foot in newborns.

3.3 Strengthen the actions for the timely detection of congenital hypothyroidism and inborn errors of metabolism in newborns.

Strengthen institutional programs to reduce the incidence of visual disability and motor disability secondary to rheumatic and chronic degenerative diseases, mainly in older adults.

4.1 Promote institutional programs for timely detection and adequate treatment to reduce the incidence of disabling rheumatic diseases, mainly in older adults.

4.2 Strengthen the cataract surgery program and extend its benefit to a greater number of people with this type of condition.

4.3 Provide counseling services to seniors and their families focused on the prevention of falls, as well as the prevention of metabolic diseases (osteoporosis, osteopenia).

4.4 Improve the quality of care for people with chronic-degenerative diseases to reduce the risk of disability secondary to complications.

Implement training and continuing education activities in the field of disability and rehabilitation, aimed at health personnel.

5.1 Promote with academic institutions, public and private, the inclusion of disability and rehabilitation issues in the curricula of the careers of Medicine, Nursing, Architecture, Engineering, Law, and others associated with the subject.

5.2 Develop and implement continuing education courses on issues of disability prevention, as well as comprehensive care and rehabilitation for people with disabilities in the institutions of the Health Sector.

5.3 Certify the medical and administrative staff that provides health and rehabilitation services to people with disabilities.

Prepare and issue official standards, technical guidelines and clinical practice guidelines for comprehensive care and rehabilitation of people with disabilities.

6.1 Update the Official Mexican Standard NOM-173-SSA1-1998, for the Integral Attention to Persons with Disabilities.

6.2 Update the Official Mexican Standard NOM-233-SSA1-2003 that establishes the architectural requirements to facilitate access, transit, use and permanence of people with disabilities in medical and hospital care establishments of the National Health System.

6.3 Prepare and disseminate technical guidelines for the comprehensive care of the most frequent disabling diseases among the population.

6.4 Develop and disseminate clinical practice guidelines for the comprehensive care of people with disabilities, because of the most common conditions in the country.

Strengthen the physical infrastructure in the three levels of care to provide treatment and specialized care to people with disabilities.

7.1 Promote the opening of rehabilitation services in the three levels of care, in which disabled people and their families participate actively in the therapy sessions.

7.2 Facilitate the accessibility and free movement of people with disabilities in medical units and hospitals of all institutions of the Sector.

7.3 Strengthen existing rehabilitation services, with cutting-edge technology personnel and equipment and high resolution capacity.

7.4 Promote the creation of psychological support and counseling centers for people with disabilities and their families.

Improve the quality of integral care, habilitation and rehabilitation services that are provided to people with disabilities.

8.1 Develop programs for comprehensive care and rehabilitation of people, according to the different types of disabilities.

8.2 Grant health education services, psychological support and training, both to people with disabilities and their families, to facilitate rehabilitation, habilitation and social integration processes.

8.3 Establish coordination with the Medical Specialties Units in Mental Health to ensure the care of people with this type of disability.

8.4 Promote the active participation of people with disabilities and their families in rehabilitation programs.

8.5 Provide sexual and reproductive health services to people with disabilities, including information for the prevention of HIV / AIDS, with absolute respect for their rights and their free choice.

8.6 To conclude collaboration agreements with the corresponding instances to constitute prosthesis banks, orthoses and technical aids, as well as to provide specialized care to people with intellectual disabilities in healthcare centers.

8.7 Certify medical units and hospitals in the health sector that meet the necessary characteristics for comprehensive care and rehabilitation of people with disabilities.

Promote the use of the International Classification of Functioning, Disability and Health (CIF).

9.1 Disseminate the CIF in all institutions of the Health Sector, with the participation of the General Directorate of Health Information and a team of experts in the field.

9.2 Train decision makers and health service providers in the use of the CIF.

9.3 Implement the CIF in institutions of the Health Sector and agencies responsible for the generation of information.

Promote the generation of official and systematic information on disability in institutional information systems.

10.1 Integrate into the National System of Epidemiological Surveillance the mandatory notification of new cases by type of disability that occur in medical units of the public, social and private sectors.

10.2 Adapt and update the official information systems of the institutions of the Sector to ensure the systematic and uniform production of information on the provision of services to persons with disabilities.

10.3 Manage the production of disability information through surveys and special studies, to continuously update the prevalence of disability and monitor the behavior of this indicator.

10.4 Celebrate collaboration agreements with public and private educational institutions, as well as with international organizations, to promote research on disability issues to support decision-making based on scientific evidence.
