Therefore it is vitally important that each inmate receive the treatment that allows him to prevent crime, readjust and reinsert himself back into society as a productive person, that even while in prison can be overcome through study, learn a new job and play it. way that allows you to obtain some income, practice a sport that helps you stay active, all this set of actions lead to the Integral Readaptation of the Internal.

Department of Labor Promotion and Development

In coordination with Educational Institutions and Private Companies, it has been possible to implement courses and workshops that allow each of the inmates to develop skills by obtaining the necessary tools to achieve quality work.

Due to the above, training for employment is fundamental within the Sanctions Execution Centers due to the fact that it allows the penitentiary population to be actively and participatively maintained.

During this year the following courses have been carried out with enthusiastic participation: Pastry, Crafts, Electricity, Refrigeration, Aluminum Embossing, Repair of Appliances, Handicrafts and cleaning products, Saddlery, Vegetable Garden, English and Computing.

Exhibition and Sale of Furniture

In order to promote the penitentiary industry, which highlights the development of furniture and crafts, during this year 35 exhibitions were scheduled throughout the state, which allow the general public to appreciate the work done within the Centers of Execution of Sanctions, as well as the acquisition of them.

Department of Prevention and Social Re-adaptation

Culture is an inherent activity in the history of the human being. There are inmates with great artistic abilities who did not know how to value or recognize them abroad.

In the Centers for the Execution of Sanctions of the State, as an integral part of the Social Reintegration strategy, it has been implemented with the purpose of contributing to the interpersonal development of the individual, convened to the entire prison population of the 7 centers, regardless of their legal status , law, age, sex or nationality, only the achievement of the objective of our institution, the Readaptation and Integral Social Reintegration.

The cultural program of the CEDES is focused on the internal revalue as an integral being, who knows and strengthens their skills and ventures into the various branches of artistic expression such as: theater, music, dance, oil painting and others, literary activities such as: literature, reading rooms, artistic drawing, poetry, etc. civic activities such as: honors to the flag, war band, ephemeris escort and mural newspaper.

The Education in the Centers of Execution of Sanctions is oriented to achieve the Readaptation and Integral Social Reintegration of the interns looking for with it the formation of individuals with competences and abilities for the development of a productive life and they can be reinserted to the society as people of good

Education within the Cedes, includes basic education programs-literacy, primary and secondary-as well as upper secondary and higher education. Each inmate is evaluated upon entering the Center and then classified by their educational level; in the case of the accused, and consequently to the principle of presumption of innocence, they are invited to join a circle of study; and in the case of those sentenced, this invitation is accompanied by the explanation that education is one of the pillars of essential readjustment and an effective means to obtain some benefit of anticipated freedom.

Department of Social Reintegration

Objective of the Program

Provide employment and training for the same, through the private initiative, to those who were held in Centers for the Execution of Sanctions of the State, respecting the behavior guidelines previously established and thus assist in their reincorporation into social life, avoiding recidivism.

Interviews, psychological and criminological studies have been carried out on interns of the different CEDES in the State, to determine the work profile of those who are about to obtain their freedom.

Collaboration agreements have been signed with the private initiative, which establishes the mechanisms for the development of the program, which include construction, printing, stationery, hotels, car agencies, maquiladoras, department stores, restaurants, lumberyards, carpentry, aesthetics, tortillerías among others.

Department of Medical Care

According to the programming of the work plan throughout the State, Campaigns for the Detection of Arterial Hypertension and Diabetes Mellitus, Detection of Cervical Cancer, Breast and Prostate, Rapid Tests for Detection of HIV AIDS and VDR Syphilis, Detection of Pulmonary Tuberculosis are implemented. , Deworming, Family Planning (administration of oral contraceptives, injectables and condoms), Folic Acid Administration, Actions against Diarrheal Diseases, Pediculosis, Sexually Transmitted Diseases, Fumigations, Descacharrización, as well as Oral and Oral Health Campaigns, trying to cover the needs medical services of the prison population.

Within the Health Promotion Programs in the Centers for the Execution of Sanctions, there is preventive medicine focused on raising awareness about the importance of condom use; It also serves as a public health measure to reduce the percentage of unwanted pregnancies and sexually transmitted diseases, such as AIDS and syphilis among the prison population.

We also have chronic degenerative patients in control with Diabetes Mellitus and patients with Hypertension, in the same way the infectious patients are treated with the support of the State Health Secretariat (Capasits and Sanitary Jurisdictions) granting pharmacological treatment to HIV patients and patients with Pulmonary Tuberculosis, as well as providing care and treatment to inmates with psychiatric disorders, and month after month a prenatal control of pregnant women is currently carried out and psychological care is given to the inmates with addiction problems through group therapy programs and personnel, all these inmates belonging to the Centers for the Execution of State Sanctions.

Constantly on the part of the Department of Medical Attention of each Center general consultations and odontological attentions are granted and shipments of medicines, healing material and dental material are periodically sent to the Centers.

The main objectives are:

  1. Promote campaigns of prevention and protection of the health of the inmates, in the CEDES, giving them the tools and knowledge to avoid that their quality of life is affected by any pathology. Establishing programs that prepare and permanently attend to disease prevention.
  2. That each one of the CEDES count in a timely manner with a quarterly supply of the basic table of medicines (including treatments for patients with chronic degenerative diseases) and healing material.
  3. Carry out in coordination with municipal private companies, optometry campaign, for inmates of the six CEDES, in the search for visual pathologies such as astigmatism, hyperopia, myopia and presbyopia, giving the opportunity to each of them to acquire lenses which correct your condition
  4. Maintain the average annual medical actions provided to inmates (medical, dental, psychological, therapies, etc.)
  5. Establish control panels with monthly indicators of effectiveness of the Medical Area Programs, where action is taken immediately in the presence of an incidence in specific pathologies.
  6. Promote and manage in coordination with the Ministry of Health, preventive campaigns, granting facilities to the staff of the different Institutions that support us, for the installation of the modules in their respective cases.
  7. Manage and administer health services, as well as promote programs that affect the physical and mental health of inmates.
