Mission

To be an institution that guarantees the full exercise of the principles and guarantees that assist adolescents who are responsible for conduct classified as a crime, with professionalism, honesty and efficiency, in harmony with their fundamental rights and respect for human rights.

Vision

That justice for adolescents promotes and achieves an authentic social and family reintegration, renewing institutional changes that contribute to the integral development of the State, in an environment of security, trust, social coexistence, with observance of the legal order and human rights.

Objective

Execute and monitor the measures imposed on adolescents in conflict with the criminal law by the specialized judicial body, privileging the best interests, recognition as subjects of rights, comprehensive protection, reintegration to their family and society, in light of the guiding principles of justice for adolescents.

Articulo 11

    1. For purposes of this law, social and family reintegration is understood as any activity aimed at guaranteeing the exercise of the rights of the adolescent found responsible for the commission of a conduct defined as an offense by the criminal laws, within his family and his family. community, in accordance with the provisions of this order.

Articulo 159

2.The purpose of the Directorate is to execute and monitor the measures that are imposed on adolescents by the sentencing judges in accordance with this law, with the purpose that their application will achieve the purposes that are pursued in this same order.

  • Regarding Preventive Medicine, informative sessions are established in order to form criteria in the adolescent of health care, topics: Handwashing, Hygiene and personal care, Prevention of accidents and disasters, Prevention of Violence, Principles of First Aid. Regarding sexual and reproductive health, issues such as: Prevention of unplanned pregnancy, Prevention of HIV / AIDS and Sexually Transmitted Infections, Family Planning and Contraceptive Methods are emphasized.
  • The subjects are taught by the Physician and / or Nursing of the Reintegration Center, as well as external support from the Health Jurisdictions and personnel of the Institute of Security and Social Services of State Workers.
  • In order to improve their quality of life, it is necessary to have the biological applications corresponding to the age and time of year, being applied in case of requiring them: TD (Tetanus and Diphtheria), Seasonal Influenza, SR (Measles and Rubella) ) and Hepatitis B. Deworming is also done with Albendazol DU, twice a year.
  • Daily preventive actions are established, such as supervision in bedrooms by the area, with tooth brushing, hair cutting and nail cutting.

Activities of the Directorate

Guiding principles contained in the text of the constitutional article 18 and current state legislation on justice for adolescents, are focused on the best interests of the adolescent, comprehensive protection, specialization, due process of law, exceptional nature and proportionality, with the confluence of These legal principles, is a reality the effective social and family reintegration of the adolescent.

Therefore, the need for the operation of the new integral system of justice for adolescents is in charge of institutions, organs and specialized authorities, with trained and qualified personnel for the treatment of adolescents in conflict with the law, who work according to nature and its specific characteristics as people in development.

Regarding the specialization, the personnel that works in the Public Security Secretariat in the execution and fulfillment of the measures imposed on the adolescents, has permanently carried out academic activities among graduates, courses, congresses, seminars, workshops, etc.

"Human rights; National and International Legal Framework », in the field of Human Rights; National and International Legal Framework, Directed to Fuerza Tamaulipas State Police, Security and Custody personnel and administrative personnel of the Ministry of Public Security. Said training program was coordinated with the Undersecretariat of Human Rights of the General Secretariat of Government and Human Rights Commission of the State of Tamaulipas, which was developed in 10 classes (one monthly) with a duration of 2 hours, in a schedule of 10: 00 to 12: 00 hours, at the headquarters of the Auditorium of the University of Security and Justice of Tamaulipas, with content on priority issues in Fundamental Rights to generate a culture of education and knowledge about them, meeting the obligation of all authorities within the scope of their respective competences to promote, respect, protect and guarantee the constitutional principles to prevent violations of Human Rights.

It was formally inaugurated, the 18 June day of 2015, being in charge of the academic presentations by experts in the field of Human Rights, with the participation in each class of 80 public servants, made up of State Police, Tamaulipas Force, Surveillance Corps, Custody and Security of the Centers for the Execution of Sanctions and the Centers for Social and Family Reintegration for Adolescents, as well as Administrative Staff.

The 14 December of 2016, was finished with the Training Program in Human Rights Matters for public servants of the Ministry of Public Security, coordinated with the Undersecretariat of Human Rights of the General Secretariat of Government, the Training Program is called "Human rights; National and International Legal Framework ", where the presentation was in charge of Lic. Brianda Esmeralda Luna Rodríguez, Certified Specialist in Human Rights, with the participation of 87 public servants. Throughout the development of the program, 329 participated public servants who were given certificates.

Courses were held for the training and certification of mediators for the peaceful solution of conflicts in person and online, 67 delivered certificates to trained personnel and 13 public servants obtained their certificate as mediators, including lawyers, psychologists, social workers, doctors, teachers, legal and custodians of the Center of Nuevo Laredo, a through the Mediation Directorate of the Ministry of Labor and Legal Affairs of the State Government.

Virtuals with a specialized judge

At the beginning of August, the first virtual oral hearings were held at the Centers for Social and Family Reintegration for Adolescents of the State, where the Execution Judge, Public Prosecutor, Public Defender, the Subdirectorate of Social and Family Reintegration for Adolescents his family, in these hearings the possibility of modifying the imposed measure is reviewed, so that the adolescent obtains his anticipated release, which is designed for each of them to comply with the sentence imposed by a competent judge.

At the beginning of the 2016 year, the signing of the Convention on the Electronic Procedural Communication System with the Supreme Court of Justice, in order to streamline the processes of Communication in the Execution and Compliance with the Jurisdictional Measures imposed by the competent Judicial Authority on Adolescents in Conflict with the Criminal Law. Later, the installation of said System in the Social and Family Reintegration Centers for Adolescents in the State was carried out.
