Promotion of Legality


The state of Tamaulipas has a coastline to the Gulf of Mexico of 420 kilometers, with a territorial sea surface of 8,763 km²; an area of ​​231,200 hectares of coastal lagoons and 135,902 of inland waters. In addition, 15% of the coastal wetlands of Mexico are concentrated in its territory

problematic:

Due to its coastal, lacustrine and inland waters of the State of Tamaulipas, there is no adequate legality in the fishing of the natural species that exist in the different habitats due to:

  1. The use of prohibited fishing gear.
  2. The use of undue fishing methods.
  3. The breach of the established norms.
  4. Irresponsible sport and tourist fishing
  5. Placement of fishing gears in navigation channels
  6. Presence of organized crime

In general, all of the above does not guarantee the sustainability of fishing for domestic, commercial, sports and tourist consumption, hindering the social and economic development of the fishing community.

GENERAL OBJECTIVES AND GOALS OF THE ADDRESS TO PROMOTE LEGALITY

Objective "A": Make presence with the personnel of inspectors in fishing communities, Laguna Madre, lake, river, inland and offshore areas to promote responsible and sustainable fishing.

GOAL: To reach all the fishing communities in the State and to note the interest of the State for the welfare of the fishing community.

Objective "B": Make presence with inspector personnel in fishing communities, Laguna Madre, lake, river, inland and high seas areas to deter, inhibit, prohibit and avoid the use of prohibited fishing gear and methods.

GOAL: Substantially reduce the use of prohibited methods and fishing gear by noting the presence of the State's authority The Legality Promotion Authority to achieve objectives and goals, in accordance with the powers established in Article 26 of the Internal Regulation of the Secretary of Fisheries and Aquaculture has:

Ten state inspectors and a department head who carry out actions on their own or in coadyuvance with CONAPESCA Federal Officers, in the bodies of water within the State of Tamaulipas.

ACTIVITIES

Carry out activities to maintain the presence of inspector personnel to encourage fishing
responsible within a legal framework, guiding fishermen in what are the fishing methods and gear allowed and prohibited according to established standards.

Performs operations, to maintain the presence of inspector personnel in the jurisdictional area, to
act in coadyuvance with the inspectors of CONAPESCA or by themselves, in order to prevent,
deter and inhibit illegal fishing and illegal trafficking of fishery products.

Performs operations in the jurisdiction of the State, with personnel of inspectors, to identify illegal fishing, raise complaints with the federal authority and act in accordance with the regulations and agreements established between the three levels of government with respect to the human rights.

Carry out support activities in coordination with the other addresses of the secretary, to assist in the fulfillment of the mission of the Secretary of Fisheries and Aquaculture of the State of Tamaulipas.

The activities and operations carried out by the Directorate for the Promotion of Legality to comply with its
Objective attributions and goals elaborates the following programs scheduled annually:

  1. In Fisheries regulation, promotion of legality (inspection and surveillance).
    1.- Inspection and surveillance program "Boca - Barras".
    2.- Inspection and surveillance program in inland waters.
    3.- Program of inspection and surveillance of coadyuvance in high seas and road points.
    4.- Program of inspection visits in coadyuvancia to inspectors of CONAPESCA.
  2. Responsible fishing awareness
    1.- Program of awareness visits to the different fishing communities.
    2.- Training program for inspector personnel.
    3.- Program of awareness and repopulation of the oyster.
    4.- Program of Good practices of the management of the crab.
    5.- Good practices program in the shrimp fishery.
    6.- Program to support the tortugero camps.
